Ms. Caroline Obbo serves as the Director of DESOC Consultancy, in-charge of strategic, programmatic and administrative operations. Ms. Obbo is a Ugandan national and a lawyer by profession, having obtained a Master in Laws degree (Rule of Law and Governance) from the Ohio Northern University in the United States of America and a Bachelor in Laws degree from Makerere University in Uganda. She attained further training in law from the International Institute of Human Rights in Strasbourg France.
Ms. Obbo possesses over 10 years of experience in project management, coordination and implementation with specialization in rule of law, human rights, governance, sexual violence and gender equality.
She has worked under various donor funded projects including those funded by the United States Agency for International Development, Democratic Governance Facility, UN-Women and the United Kingdom Global Challenges Research Fund. Ms. Obbo therefore possesses a strong understanding of development partner’s working methodologies, program tools, procedures and ethics. Correspondingly, she has coordinated projects with components of partnerships with government institutions (particular the judiciary) which helped her gain skills in working effectively with administrative officials in the public sector, including, familiarizing with government compliance rules and operating procedures.
Ms. Obbo’s academic history and work experience have nurtured her into a spirited human rights activist, advanced her admiration for social justice, honed her understanding for meaningful government-civil society synergies and helped in shaping her perspective towards bottom-up approaches in social development and transformation. She works with a team of researchers and administrative officers who possess creditable experience in project assessment, coordination, accounting and implementation.
